Height of the cutting plane

I'm trying to define the height of the cutting plane so I can see some windows in the plan view, but I can't figure out how to configure it. I edit the height (1300mm) in __ACTIVE_STORY_TOP, but when I exit, the setting isn't saved. What is the correct way to do it?

    I wonder what the "Section Offset" with its negative (Elevation) height means (?)

    But here, when I edit a Section Plane's "Elevation" - it moves correctly.

    It also works when editing by "Vertex Position" Z.
