angbase & angle

I don't see a connection between a change in angbase and the output of (angle ...). Is there a connection? How does one make a local angle datum different from East which is what (angle ..) seems to refer to rather than angbase.Thanks

    You can combine the ORTHO setting and the SNAPANG variable to draw orthogonal at a different base angle.Rotate the WCS about the Z-axis (choose Z from the UCS command options) to use a different base angle.
