Draw a circle. Then draw a tangential line beside the circle.

Now try to draw a bigger circle with TTR between the smaller circle and the line so that the smaller circle is inside the bigger circle. It does not work. The smaller circle is always outside the bigger one. If the line is not long enough, it does not work too.

The same problem appears with an arc instead of the smaller circle. Also the _fillet command does not work.

Is there a solution?
