rtpan - bug?

If I come accidentally during rtpan with the cursor outside the drawing-area, let off the left mouse-button beside a toolbar and move the cursor back to the drawing-area, the drawing moves automatically analogue the cursor. Then I have to press the left mouse-button again and it works normally.

Is this intended?
