Bug with inserting blocks with vertion .027

When you insert a block and specify the scale on screen, it does not make the Z scale equal to the X & Y. For example if you insert a north arrow in at a scale of 5, when you edit the block it shows the scale of X=5 Y=5 and Z=1. Version .025 did not do this, because it would ask you for the Z scale or to make it equal to the X Scale. The reason this is a problem for us is that we have a lisp routine that will allow us to explode the block onto the layer that it is inserted on. With the scale not being equal it will not let us do this. And before the answer of use the dialog box to set the scales to be equal comes up, I am currently using a digitizer and have all of the blocks defined on it to be inserted and when you do not use the dialog box it does not ask you for the Z scale and then creates a block with unequal scales. Why was this changed between the versions. It does not make sense. It was not broke and now it is.Some help would be nice.Thanks.
