I had the same problem with same version. The keyboard shortcuts do not appear to be set up on a default install (mine is Lucid Lynx). Go to page 44 of the "Users Guide" and follow the instructions (Add Keyboard Shortcut). Mine came up just fine after specifying F8 as the command. In the menus, Ctrl+L is also given as a command key. Hope this helps.

I forgot to say mine is bricscad v.10.6.7, and add new shortcut (F8), didn't help.

I want to add similar issue with F10 (polar) F3 (esnap) and, in general all F keys when you are drawing a line, polyline, rectangle...
Between commands, there are no problems to change these settings.

F8 doesn't work inside a command, but pressing the ORTHO button in the status bar works. It's one more of those gtk annoyances.
