Trouble with grapics mis-representation

I am having problems with base install.
As i draw lines they show up grapically in the wrong position and incomplete from the starting position and seem to rotate from a different starting position.
But when i finalise the line it will appear in the right location where i actually drew it.
Also esnap symbols do not display, or if they do it is having the same issue and displaying half the screen away from the location on the screen. Even though it will actually be snapping to the right location.
Please if you have had a problem anything like this post your solution.
I have tried 3 re-installs version 10 and version 11.
