Paralell Snap

Could someone please enlighten me just how this works.
I've read and googled and still can't get it!  Must be thick!!

    Make sure STRACK is on. Then start drawing a line and after setting the first point hover over another line with the parallel snap on. Wait a few milliseconds and you'll notice a small marker is drawn on the second line. Then you'll have an extra snap track, starting from the first point, parallel to the other line.

    Please notice that you do not have to click, just hover over a line and wait for the marker.

    The 'Help' wasn't very helpful but may have missed the obvious.
    May assume a healthy knowledge of Snap routines?
