V13 Lurching Cursor

Does this happen to anyone else? After an editing session running smoothly for a while, the cursor begins jumping between imaginary snap points in space while inserting dimensions.

With osnaps off it is smooth again, also if I leave the file and reopen it.

Not sure if it happens during other commands, or in V12 because V12 introduced a new minor bug (reported) which still isn't fixed in V13.

So I continue with V11.

    I'm not sure it is the same problem, but what I am seeing is that some times V13 is only recognizing osnap points that touch the entity snap aperture box.  Potential snap points that are inside the entity snap aperture box but that are not touching the actual box are ignored when V13 is in this mode.  Most of the time the osnaps work normally, but after some time in an editing session the osnap operation changes.  I have not been able to determine what causes this change so I cannot provide a sequence to make this reproducable.
