ucs is switching to "world" during a command

in one of my drawings the ucs is switching to "world" when I use a command like "rectangle".

1) first i chose a UCS via 3p or "ursprung" in German version
2) i chose a command like line or rectangle to do a orientated drawing according to the ucs
3) the moment i activate this command ucs is switching back to "world"
4) aborting or finishing the command makes the ucs switching back to the UCS i chose in 1)

this only appears in one of the drawings in v 13
using v12 this problem does not occur in this drawing
doing a new drawing in v 13 this problem does not occur either


Maybe its a option but I can’t find a possibility to switch it off again.
