New Layer Properties

what drives the properties of a New Layer. I'm used to a New layer adopting what ever properties the current layer has.

I believe that the software creates the layers with what one could call "default" properties - white, continuous linetype, the default lineweight.  I have found it handy in the past using other software where I can select a layer in the layer manager click the button to create a new layer, the new layer is then created with the properties of the previously selected layer...
