One way to do this is to start your arrow, stretch the leader to where the text will be located , and make a small horizontal line at the top of the leader, before your right click. Then add your text. This creates a leader with a node at the top of the arrow. Start your second arrow and stretch the leader to snap to this node, drag your horizontal line to a suitable point - could be the end of your first arrow. This time you can right click - twice I think - and select the "none" option for no text. You can repeat this for additional arrows, all using the one text note.0

That's what I do, just draw a second leader superimposed and without text. Its arrow finishes a bit short of the first.
I use a lisp to draw leaders without text because I mostly like text and leaders separate and mine starts them at the 'elbow' rather than the arrow end, leaving off the tail by pressing 'enter' if it's not required.
There is an option for user arrows in dimension settings. You create a block which leaders use in place of the standard options, but for me it involves more steps than the simple way and you will generally want some with and some without a second arrow head.
