Text on a polyline or arc?

I searched the help  for "text on an arc", "text arc", "text curve", "text spline", "text circle", "text align" and a few other things, but didn't see directions to put text on an arc or circle or anything else.

Does anybody know how?

I am doing this with a 3rd party lisp (commercial) application in Windows, though If I remember right it might have been an express tool too.
