Window option when setting up a paperspace tab

 When I use the window option when setting up a tab, the view is "missing" what I am putting the rectangle around.  I am using the snaps.  It is off the the left consistently....any ideas?

When I go to another computer and do the same thing it is coming out correctly, so there must be a variable difference somewhere.
