NETLOAD in Classic version?

The versions comparison chart tells BricsCAD Classic version does not includes "Programming - .NET"

What does this exactly mean?
The NETLOAD command is not available, or it fails?

In the demo version it is not possible to switch between versions for testing it.

    You can switch between license versions by changing the RunAsLevel variable. You can do this with the _SETTINGS command. You will have to restart BC.
    In the classic version the _NETLOAD command is available but it is a 'dummy' command.
