These variables are available (in V14), but have they been implemented?
Or am I doing something wrong that I cannot get it to function?

Yes XFADECTL is supported. It applies to Wireframe visual styles only though.0

The description is the settings dialog may have fooled you:
'Sets the fading level for references which are edited in-place.'
This description is confusing because entities that are NOT part of the reference being edited will appear faded.0 -

However with settings of 1 or 90, I see no difference; no fading of anything.
Certainly seems not to have the functionality of ACAD's xref fade control.0 -
Perhaps you are looking for XDWGFADECTL which sets the fading level for xref inserts?
Support for this setting was added in V150 -

Yes, V14 uses XFADECTL,
to produce a faded display for locked entities during a REFEDIT session,
in case the 'lock entities not in working set' checkbox has been activated.0 -

In V14.2.17 the 'Lock entities not in working set' setting does not affect the faded display.
Entities outside the working set appear faded whether locked or not.0 -

I now grasp the concept (I was mistakenly expecting ACAD like behavior).
This should be on a wishlist for future versions.
