Frozen XREF layers won't stay frozen?

 When I freeze the layers of an XREF, they only remain frozen during that drawing session; when I close and reopen, all layers are thawed. Is there a setting to keep them frozen? I don't recall such a setting in my old AutoCAD 2002.

Note: the VISRETAIN variable is stored in the dwg. So you may want to also update your templates.
