Titleblock that rotates 90deg when inserted

 I have somehow created a titleblock that rotates 90deg whenever is it is inserted.  The drawing of the titleblock has the WCS set. I can't figure out how this problem started, or how to fix it.  Any idea?

Attached is a somewhat simplified version of the problem drawing.

    AFAIKS the drawing has a UCS which is rotated 90° CCW, which explains the rotated insertion.

    Ah, now I see it.  I normally don't mess with the UCS in a 2D drawing.  But, in this case I obviously did. Then, I presumed it was the WCS.

    Thank you for catching that for me.  I probably spent over an hour trying to figure out what was going on.
