Bricscad V17 Load very slow when lan cable is connected to computer

My bricscad V17 when connected to the local lan will take about 40 secs just to open the application for users without internet access by proxy. 

If a user like me have internet access, bricscad  will load within 3 seconds.

bricscad will open in 3 seconds for any user who removes the lan cable 

I tried to use wireshark to trace any sort of internet connection to verify licence but I did not see any. 

Can I be advised which url does the application try to connect to or reduce the timeout if the connection is not established within 5 seconds
