What are the steps to scaling an object from its current size to a known reference?

    the Option B in the command is the key...

    Copy/Base scale/

    Another option is to use the ALIGN command, where after specifying the points you have to option do scale the objects.

    It appears I was "doing the right things"
    But in the wrong sequence.
