Entity Handle

We use a lisp code which looks at the handle numbers of the selected entities.
I'm trying to understand any logic behind these handle numbers, but I can't find it.

Lines from former autocad drawing start with a "2" in the handle numbers like "2B9C"
But when I draw a new line in Brics, the handle starts with "3": for example "3E41"

Does anyone of you know the story behind this?
