move line

This is strange - when I select a line then grab the end, or just grab the end, and move, the whole line moves bodily, not just the end point, as if I had grabbed the line's mid point. Another time it just moves the end point, as i'd expect.
Is it some setting?

Perhaps the first line is nested in a block?

It is, but I'm doing it while the Block is RefEdit opened, so ought to behave normally?
Anyway, at random it seems, sometimes it moves the whole, sometimes just the end
