Crosshairs restricted to 10% max

I cannot get the crosshairs on my 2012 Mac Pro or my mid 2012 Mac Mini to go higher than 10% of the screen. I can get the crosshairs to 100% on my 2013 Mac Book Pro retina. All are running Yosemite 10.10.5. Any ideas? Using V17 latest release.

    Yes, tried it lately too.
    No Full Screen Cursor on Mac.

    I'm running OSX 10.13.1 and V2017 and can set my crosshairs to 100. (Settings, Program Options, Display, Crosshairs Size)
    But, if I use the snap angle rotation and the size is set larger than about 10, I get multiple phantom crosshair lines on the screen that will not disappear unless I switch to another drawing and back again.
