Rotated crosshairs and dimensions (9 degrees cw from square/ortho)

Greetings all,
I have tried searching for the answer and tried a few setting changes with no luck, so here I am (hopefully in the correct place)
I received a 2d dwg drawing from a third party.
On opening, (BcadV17), the crosshairs are at 9 degrees cw, the dimensions and text also are at 9 degrees cw, the question is, What setting needs putting back to 0?, i thought it was 'snapang', but that only sorts the crosshairs and not the dimensions. Normally, I can solve these problems, but i'm just not sure what i'm looking for........ (im more mechanical than architectural)

Any advice is appreciated,
(i'm hoping it is not an iD10T error!)

  • Try one (or both) of the following:
    UCS command, then Enter twice to restore the WCS.
    PLAN command , then Enter twice to restore the Plan view of the WCS.
    If this doesn't solve the problem, file a support request and add the drawing.

  • Maybe reset the UCS to World?
