IMAGE Atatch command, no image attatched

Trying to insert a geo ref TIF file with the command IMAGEATTACH
the window shows the file and image and the correct UTM X,Y coordinates, but no image in the model or layout appears, when the "tick" in GEO ref is set
I no reference "ticks" are selected for position, scale and rotation i can insert the TIF file.

What am i missing

    Adjusting the question a bit better,
    If i set the "ticks" for local adjustment of position, scale and rotation only, then i goes into he model
