PUBLISH OPENS NEW DRAWING INSTANCE

My hard drive crashed and after getting it up and running I've had a couple problems.
Publish now opens a new drawing instance. Every time I publish a set of tabs, a new program window opens with a blank drawing then closes.

Attached is a snapshot of my publish dialog box. Version 14.2.17
