Problem on Hatch Modify

Dear Friends,

There is an problem occur on modify hatch.
I just try to recreate hatch with the same boundary without any change on its property and setting.
But hatch will be collapsed on it.
I hereby attached sample drawing**(ModifyHatch.dwg)** and Sample Project**(Sample(ModifyHatch) Command:TEST_CMD)**.
