Drawing View Anchoring
Is there a way to set this on by default?

I, for one, am not clear what you mean by drawing view anchoring. Of course, it's very likely that this is a well known capability in other applications but one of which I am not aware. On the other hand, I do not seem to have been troubled by un-anchored drawing views, so there's that.
