Can't seem to turn off SNAP and DRAGSNAP

I am having a problem in V19 where the cursor appears to be jumping to the SNAP grid while a command is active even though SNAP is off. Toggling DRAGSNAP doesn't seem to have any effect.

    I personally think Dragsnap is absolutely essential and should be default.
    It just shows dynamic editing changes relatively to where it will finally be
    when you hover over a snap point.
    If Dragsnap OFF, it would only show a random position related
    to your cursor in view.
    That may seem to work ok in a orthographic 2D View but is completely
    missleading in a 3D View like Perspective or Isometric.

    But that is not related to your problem.

    What is counteracting for you is just the new "Dynamic Grid" Feature.
    Which I think is absolutely great in most situations !

    But I also had situations where it came into my way,
    where I also tried to check my Grid Snap.
    It was also problematic as it looked to override or have priority over
    Entity Snapping in some cases.
    So far it just forced me to zoom in a little closer and more carefully
    control my Enity Snaps.
    But I think the only real workaround would be to deactivate Dynamic Grid (?)

  • SNAPMODE toggles snap On or Off for the current viewport.
    SNAPMODE is overridden when SNAPTYPE is set to 2 (Adaptive Grid Snap)

    SNAPTYPE 0 = GRIDSNAP
    SNAPTYPE 2 (default) = ADAPTIVE GRID SNAP
