copy paperspace layouts from one dwg to another

Surely there's a way to copy paperspace layouts from one dwg to another, via Export or Drawing Explorer?
In Drawing Explorer I get 'Page setups cannot be copied or cut', even though the copy, cut and paste icons are live on the Page setups panel.
I'm sure I've done this before without problem.

    right click on Tab,
    New from Template,
    set from dwt to dwg,
    select your dwg, from where you want your layout.
    enter
    tatatataaaa
    works just for one layout
