.Net Plugin not loading

I have a simple plugin

But wenn it try to load it in BricsCAD i get an error "Loading failed"

I tryed both version 18.2 and 19.2 of BricsCAD on 2 pc's but i can't get it working.
Of course i did change the references.

Is there a log with more detailed info on the error?
What is wrong with this plugin ?
Hope someone can help me.
