There is plenty of lisp out there to do attout etc a Attin is slightly different and is a current discussion at forums/autodesk.
Need more info about what it is your trying to do all in model ? Titleblocks etc.

Attin & Attout appears to work in V24.

ATTIN and ATTOUT commands are present in BricsCAD. In V23 and V24 they are directly included and in past versions they are included in Express Tools that you can install:
