Double click not working

Is anyone else having this problem in V21.1.05? No matter what I set the double click rate to in Windows double click does nothing. I tested with TEXT entities. I though I'd do a sanity check here before filing a support request.

I'm also finding that if I draw a line, select a toolbar button that would insert a block but ESC before selecting the insertion point for the block, the last line drawn gets deleted.

Neither of these happened in V20
