can you freeze off Layers in one viewport but keep it on another one?
is it possible to freeze off a layer in a viewport similar to the way you would do in autocad in order to show a particular layer in one viewport but then not show it in another viewport with-in the same paper space?

Yes this is possible. I do this regularly:
Go to your tab which contains the viewport.
The imported thing to consider is, be sure to be in the viewport (name) on paper but the Model active (M:name).
Then open the layer menu and click in the column named VP freeze, and toggle on/off the correct layer.
Sometimes it takes a few seconds to get into effect.0
