I'm still searching how to make horizontal alignment from poly line

Unless I'm missing something, it looks like you would need to use the ALIGNMENT command and trace over your existing polyline(s). If you were to consider third party add-ons, DotSoft's MapWorks will convert a selection set of polylines to multiple v21/v22 alignment objects in one pass, and a lot more.
