Tool palette context menu lost

So in trying to load tool palettes from varying locations, I no longer have any palettes and worse, no context menu to do anything with toolpalettes.
.
Any ideas on what happened and how to get access to the import palette?

I'm having the same problem. My custom Tool Palette named 'Blocks' that I've used for years suddenly disappeared. I wanted to reimport it, but the Import Palette option is nowhere to be found.
