Command line just says - 45 entities are on a locked layer

On my command line, it keeps scrolling a lot of lines saying "45 entities are on a locked layer". The only way to clear this is to unlock all layers, but that's not a fix. I had been looking in the "Panels" options (right click on Ribbon), but can't figure what I might have hit, or even if it was in there.

Any help gratefully received as I can't make much use of Brics without unlocking layers - although fortunately it's not an issue for the current project.

Should add, it's persistent between drawings, so not file specific.
