Making drawing blocks that don't get huge

I am new to bricscad and am trying to create blocks for fire alarm designs. The blocks are basically hexagons with a letter in them. The actual device is 6" diameter. I want to be able to insert a device (at full scale) in model space but when I print the drawing in paperspace (at say 1/4" to the foot scale) have the symbol appear at 1/2" across so the text is 1/4". The hex is 6" point to point and the letter inside is 3". When I try it as an annotative block it gets huge in paperspace. If it isn't annotative it is too small to read.

Any help would be appreciated.
