Quad doesn't appear when I right click

Hello,
I'm currently having an issue where when I right click, it simply performs the last operation that I ran. Based on the tutorial videos, I should be getting a menu that lets me pick from a short list of items. This is a brand new installation. How can I get it set up so the quad menu pops up?

Quad has several Settings.
You can go to from status bar QUAD.
Usually the Quad appears by a "short" right click,
(adjustable in milliseconds ?)
while holding the right mouse button will bring the
standard Option Menu.0
