Exporting layers

I want to export the layers of a file and import them into other files. I want the export to include Linetype, Lineweight, Color, etc . Is there an easy way to do this? Maybe using LISP or using python?

    AFAIK you can drag and drop them over from File to File in Drawing Explorer
