V27 new layout from template

When creating a new layout from template V27 does not seem to honour the CREATEVIEWPORTS system variable.
I have mine set to off, but I still get the viewport.

This did not occur in V26, so I am assuming it is a regression.

Does it depend on which template is used? I'm not able to reproduce this yet.
