Real-time Display

I am trying to adjust the real-time display value in the settings dialog box. The default appears to be "display outlines only", I would like to change it to show image and OLE objects. I want to be able to continue to see a tiff file as I pan and zoom. When I change the value to "display raster images and OLE objects", nothing happens. Is there some other display setting that needs to be changed? OR am I mis-understanding the purpose of this variable?
