Grips for attributed text in block

The attributed text needs to be moved by using the grips of the text w/in the block.
In R18 the Grips for the attributed text was able to be turned on.
How is it done in R19?

    Realized the Text Properties attribute 'Lock Position' was 'Yes'.
    Set to 'No' allows the text grips to be turned on.
