Layers Toolbar - two different ones

I have an issue between v25 and v26. I am trying to find the "layers" toolbar that lets you lock a layer by just selecting an entity on that layer. In 25, I get the tool bar I want, in 26 I get one that has drop downs for layer control, much like the entity properties. Below is the menu I want. This is not what I get when I check the "layers" selection in the toolbar menu.

I want the first one. How can I find this?

    This toolbar is in Express tools

    I experienced same issue when upgrading to V26.2.05.

    (previous V26.2.04 upgraded w/o issue)

    As a workaround, I had to Customize Toolbars to add / include missing tools.

    Yes, Layers toolbar was changed in V26, it should be customized manually to get old items.
