Basepoint option of INSERT command

The basepoint option of INSERT command is not yet supported, this option is very useful (especially for developers) to redefine an insertion point "at fly".

Example in AutoCAD

Command: -INSERT
Enter block name or [?]: ~

Units: Unitless   Conversion:    1.0000
Specify insertion point or [Basepoint/Scale/X/Y/Z/Rotate]: B
Specify base point:
Specify insertion point or [Basepoint/Scale/X/Y/Z/Rotate]:
Enter X scale factor, specify opposite corner, or [Corner/XYZ] <1>:
Enter Y scale factor :

Specify rotation angle <0>:

Example in BricsCAD

: -INSERT
? to list blocks in drawing/~ to open the file dialog/: ~
Units: Unitless    Conversion: 1.0000
Multiple blocks/Scale/:
Corner/XYZ/X scale factor <1.000000>:
Y scale factor:  < Equal to X scale (1.000000)>:
Rotation angle for block <0>:

It would be apreciate if you introduce this option in next releases.
