To run Visual Basic, you will have to install VBA6.

I once managed to install Windows7 Bricscad 4 and running VBA, but now no longer manage.

In the comparison table you can find that VBA only works on 32 bit Windows. Maybe you are working with a 64 bit system? If you are working with a 32 bit system and can't get VBA to work you should send in a support request.
