Call BricsCAD through web application
Can i make a web application call Bricscad and insert blocks change attributes etc?

Not Bricscad but Autocad Accorconsole could be used on a dwg possibly as its driven at the OS level, there is some discussion about a Bricscad equivalent.
Other way may be at looking at the start up of a program and load a script as part of the start up, look at your icon desktop properties.
